Narrative:

On departure from bil, pilots noticed abnormal high egt, normal N1, low N2, low EPR, low ff, all other engine indications normal. Unable to develop climb thrust (barely 1.4 EPR) on right engine. After analyzing situation captain decided to return (bil) at which time an emergency was declared and diversion to departure airport commenced. Normal approach and landing at bil. Once on ground at bil, engine inspection revealed serious damage to turbine section and no apparent damage to intake fan section. Flight canceled.
