Narrative:

On radar vectors 200 degree heading 4000 ft, thought clearance was to intercept V25. Frequency change was made turning to intercept V25. Next controller gave a vector 140 degrees. Asked about prior vector which made me wonder if she knew I had been turning to V25. No more said. Unsure now if cleared to intercept V25 or not. Actually unsure if any problem. A lot of frequency congestion tower to tower clearance which they assigned. High single pilot workload in busy area.
