Narrative:

We were on the river arrival to st louis. We were cleared to cross lorle fix at 11000 ft. The arrival says to 'expect' to cross at 11000 ft and 250 KTS. After crossing the fix we were cleared below 10000 ft. Approach asked our airspeed. The first officer replied 'slowing to 250 KTS.' the controller stated 'you should have been at 250 KTS 10 mi ago.' we heard no clearance to cross at 250 KTS, but the controller evidently thought that clearance had been issued. (It was a different controller than the one who issued the clearance.) the major contributing factor to this was fatigue. We were in the 12TH hour of a 12 hour 19 min duty day. Neither of us really could remember the clearance only a few mins later.

Title: AN ACR FLC ON THE RIVER STAR CROSS OVER LORLE ABOVE 250 KIAS IN VIOLATION OF THEIR CLRNC.

Narrative: WE WERE ON THE RIVER ARR TO ST LOUIS. WE WERE CLRED TO CROSS LORLE FIX AT 11000 FT. THE ARR SAYS TO 'EXPECT' TO CROSS AT 11000 FT AND 250 KTS. AFTER XING THE FIX WE WERE CLRED BELOW 10000 FT. APCH ASKED OUR AIRSPD. THE FO REPLIED 'SLOWING TO 250 KTS.' THE CTLR STATED 'YOU SHOULD HAVE BEEN AT 250 KTS 10 MI AGO.' WE HEARD NO CLRNC TO CROSS AT 250 KTS, BUT THE CTLR EVIDENTLY THOUGHT THAT CLRNC HAD BEEN ISSUED. (IT WAS A DIFFERENT CTLR THAN THE ONE WHO ISSUED THE CLRNC.) THE MAJOR CONTRIBUTING FACTOR TO THIS WAS FATIGUE. WE WERE IN THE 12TH HR OF A 12 HR 19 MIN DUTY DAY. NEITHER OF US REALLY COULD REMEMBER THE CLRNC ONLY A FEW MINS LATER.
