Narrative:

At approximately AM50 the captain and myself were taken to the hangar to repos the dhc-8 from the hangar to the ramp/gate. During preflight and the originating checklist, many switches and valves were found to be in the wrong (abnormal) position. In my opinion, the result of the previous disgruntled crew's action. Note at this time our airlines and union are in bitter negotiations. Although the captain and myself are union members in good standing, our views are less radical than others. After engine starts and after start/originations checklists had been completed, I called lyh ground for taxi clearance. I was advised that the airport was closed for snow/ice removal but we could taxi at our own risk. Ground then gave the position of the snow removal equipment that we might see on our taxi route to the terminal. After conferring with the captain and a short roll to test braking action we elected to taxi the aircraft to the terminal. I then advised on ground and CTAF of our intention to taxi the aircraft. At this time radio contact was established with the snow removal equipment and our observations were confirmed that the taxiway we intended to use and the runway were clear and had fair to good braking action. The aircraft was taxied to the terminal without incident. The aircraft was loaded then deiced, lyh airport was without power and operating on generators. Approximately 20 mins prior to departure the airport was opened but the computers had gone down and our hard copy NOTAMS showed the airport closed. Prior to taxi I asked lyh ground to confirm that the airport was open and noted this statement and the controller's initials on the release. Departed lyh AM50 and safely arrived in clt AM49. On feb/xx/94 I was informed that one of our disgruntled pilots had reported to the FAA that our actions had violated far 91.13. Due to the obvious tampering with the aircraft and irresponsible union activity, I felt that a safety report was in order.

Title: ACR FLC TAXIES A 'POSITIONING' ACFT FROM HANGAR TO GATE WHEN ARPT IS OFFICIALLY CLOSED FOR ARPT MAINT SNOW REMOVAL. ANOTHER DISGRUNTLED ACR PLT SNITCHES TO FAA AND RPTS A VIOLATION OF FAR 91 PT 13, CARELESS AND RECKLESS OP OF AN ACFT.

DURING PREFLT AND THE ORIGINATING CHKLIST, MANY SWITCHES AND VALVES WERE FOUND TO BE IN THE WRONG (ABNORMAL) POS. IN MY OPINION, THE RESULT OF THE PREVIOUS DISGRUNTLED CREW'S ACTION. NOTE AT THIS TIME OUR AIRLINES AND UNION ARE IN BITTER NEGOTIATIONS. ALTHOUGH THE CAPT AND MYSELF ARE UNION MEMBERS IN GOOD STANDING, OUR VIEWS ARE LESS RADICAL THAN OTHERS. AFTER ENG STARTS AND AFTER START/ORIGINATIONS CHKLISTS HAD BEEN COMPLETED, I CALLED LYH GND FOR TAXI CLRNC. I WAS ADVISED THAT THE ARPT WAS CLOSED FOR SNOW/ICE REMOVAL BUT WE COULD TAXI AT OUR OWN RISK. GND THEN GAVE THE POS OF THE SNOW REMOVAL EQUIP THAT WE MIGHT SEE ON OUR TAXI RTE TO THE TERMINAL. AFTER CONFERRING WITH THE CAPT AND A SHORT ROLL TO TEST BRAKING ACTION WE ELECTED TO TAXI THE ACFT TO THE TERMINAL. I THEN ADVISED ON GND AND CTAF OF OUR INTENTION TO TAXI THE ACFT. AT THIS TIME RADIO CONTACT WAS ESTABLISHED WITH THE SNOW REMOVAL EQUIP AND OUR OBSERVATIONS WERE CONFIRMED THAT THE TXWY WE INTENDED TO USE AND THE RWY WERE CLR AND HAD FAIR TO GOOD BRAKING ACTION. THE ACFT WAS TAXIED TO THE TERMINAL WITHOUT INCIDENT. THE ACFT WAS LOADED THEN DEICED, LYH ARPT WAS WITHOUT PWR AND OPERATING ON GENERATORS. APPROX 20 MINS PRIOR TO DEP THE ARPT WAS OPENED BUT THE COMPUTERS HAD GONE DOWN AND OUR HARD COPY NOTAMS SHOWED THE ARPT CLOSED. PRIOR TO TAXI I ASKED LYH GND TO CONFIRM THAT THE ARPT WAS OPEN AND NOTED THIS STATEMENT AND THE CTLR'S INITIALS ON THE RELEASE. DEPARTED LYH AM50 AND SAFELY ARRIVED IN CLT AM49. ON FEB/XX/94 I WAS INFORMED THAT ONE OF OUR DISGRUNTLED PLTS HAD RPTED TO THE FAA THAT OUR ACTIONS HAD VIOLATED FAR 91.13. DUE TO THE OBVIOUS TAMPERING WITH THE ACFT AND IRRESPONSIBLE UNION ACTIVITY, I FELT THAT A SAFETY RPT WAS IN ORDER.
