Narrative:

Several chart inconsistencies as well as duat inconsistencies, failure to update charts or fdc NOTAMS. Specifically the temporary crane noted on the NOTAM hasn't been there for almost 6 months. Also the nos approach plates for springfield capital airport denote decision hts and MDA's lower than these fdc NOTAMS. Normally I would understand this. However, these restrs have been out there as fdc NOTAMS for more than 2 yrs! If they are going to be changed (the decision hts and MDA's) for that long, I believe, in the name of safety, the approach plates should be changed until such time as the restrs are lifted. This could be a real safety factor, especially for pilots not familiar with the area. Callback conversation with reporter revealed the following information: reporter states that he spoke to the tower personnel regarding the problem but has no idea if they responded with any action. He is concerned because people probably fly the approach to the published minimums, and he wonders about any safety issues. He also thinks the reason the minimums were raised may have been the presence of the crane. It has not been there for over 6 months! It is not just a duat problem, the NOTAM still exists. Analyst suggested he follow up with the FAA hotline as well as ASRS.

Title: RPTR CONCERN REGARDING OUTDATED NOTAM INFO ON NOS CHART AND FROM DUAT.

Narrative: SEVERAL CHART INCONSISTENCIES AS WELL AS DUAT INCONSISTENCIES, FAILURE TO UPDATE CHARTS OR FDC NOTAMS. SPECIFICALLY THE TEMPORARY CRANE NOTED ON THE NOTAM HASN'T BEEN THERE FOR ALMOST 6 MONTHS. ALSO THE NOS APCH PLATES FOR SPRINGFIELD CAPITAL ARPT DENOTE DECISION HTS AND MDA'S LOWER THAN THESE FDC NOTAMS. NORMALLY I WOULD UNDERSTAND THIS. HOWEVER, THESE RESTRS HAVE BEEN OUT THERE AS FDC NOTAMS FOR MORE THAN 2 YRS! IF THEY ARE GOING TO BE CHANGED (THE DECISION HTS AND MDA'S) FOR THAT LONG, I BELIEVE, IN THE NAME OF SAFETY, THE APCH PLATES SHOULD BE CHANGED UNTIL SUCH TIME AS THE RESTRS ARE LIFTED. THIS COULD BE A REAL SAFETY FACTOR, ESPECIALLY FOR PLTS NOT FAMILIAR WITH THE AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE SPOKE TO THE TWR PERSONNEL REGARDING THE PROB BUT HAS NO IDEA IF THEY RESPONDED WITH ANY ACTION. HE IS CONCERNED BECAUSE PEOPLE PROBABLY FLY THE APCH TO THE PUBLISHED MINIMUMS, AND HE WONDERS ABOUT ANY SAFETY ISSUES. HE ALSO THINKS THE REASON THE MINIMUMS WERE RAISED MAY HAVE BEEN THE PRESENCE OF THE CRANE. IT HAS NOT BEEN THERE FOR OVER 6 MONTHS! IT IS NOT JUST A DUAT PROB, THE NOTAM STILL EXISTS. ANALYST SUGGESTED HE FOLLOW UP WITH THE FAA HOTLINE AS WELL AS ASRS.
