Narrative:

We received clearance to cross ramms intersection at or below 16000 ft to maintain 15000 ft. My first officer was the PF and he started a slow descent. At about 56 DME he knew he was high and increased his descent rate. At about 50 DME center handed us off to approach control. I checked in with approach and told them we would be high over ramms and asked if it was a problem. They stated 'no problem.' we crossed ramms at 17300 ft, 1300 ft higher than cleared. The reason for the deviation was my failure to insist on an increased rate of descent to meet the restr.

Title: THE FLC CROSSED RAMMS INTXN AT 17300 FT. THE XING ALT RESTR WAS BELOW 16000 FT TO MAINTAIN 15000 FT. THE CAPT TOLD THE CTLR THEY WERE GOING TO BE HIGH AND ASKED IF THAT WAS A PROB. THE CTLR SAID IT WAS 'NO PROB' BUT HE DID NOT PROVIDE A CLRNC TO CROSS AT A HIGHER ALT.

I CHKED IN WITH APCH AND TOLD THEM WE WOULD BE HIGH OVER RAMMS AND ASKED IF IT WAS A PROB. THEY STATED 'NO PROB.' WE CROSSED RAMMS AT 17300 FT, 1300 FT HIGHER THAN CLRED. THE REASON FOR THE DEV WAS MY FAILURE TO INSIST ON AN INCREASED RATE OF DSCNT TO MEET THE RESTR.
