Narrative:

Fuel divert. Departing ord we asked for a release for more fuel, we received it. Then incurred a 2 hour delay. We taxied and shut down engines. En route to sfo we made 3100 pounds of fuel by MVA. Then we were rerted to eni for the GOLDN3 arrival. At eni we were vectored north 330 degrees, captain called dispatch for information on alternatives. They said go to rno. ATC continued to vector us. We informed them that in 20 mins we had to divert. They said it might be tight. At divert fuel we asked for direct rno, they vectored us north of rno. Finally we were cleared to FL230 after being held down for traffic, then cleared to sac. At 10 mi west of sac we were cleared direct to rno. The captain loaded the FMS for rno. When arrival was entered it said insufficient fuel. We were just past sac. The captain declared an emergency and asked for direct smf. We were cleared to smf and landed uneventfully.

WE INFORMED THEM THAT IN 20 MINS WE HAD TO DIVERT. THEY SAID IT MIGHT BE TIGHT. AT DIVERT FUEL WE ASKED FOR DIRECT RNO, THEY VECTORED US N OF RNO. FINALLY WE WERE CLRED TO FL230 AFTER BEING HELD DOWN FOR TFC, THEN CLRED TO SAC. AT 10 MI W OF SAC WE WERE CLRED DIRECT TO RNO. THE CAPT LOADED THE FMS FOR RNO. WHEN ARR WAS ENTERED IT SAID INSUFFICIENT FUEL. WE WERE JUST PAST SAC. THE CAPT DECLARED AN EMER AND ASKED FOR DIRECT SMF. WE WERE CLRED TO SMF AND LANDED UNEVENTFULLY.
