Narrative:
During approach to mlb, on GS and localizer, ILS runway 9R 'visual' with ILS backup, we received TA from mlb tower and onboard TCASII system of a conflict on our approach path. TCASII advisory went to RA and commanded stop descent then climb command. I complied with TCASII at the same time that the first officer visually acquired a low wing piper aircraft at our 12 O'clock position and approximately 200 ft low on a south to north heading. In our estimation the timely advisories prevented a midair.

Narrative: DURING APCH TO MLB, ON GS AND LOC, ILS RWY 9R 'VISUAL' WITH ILS BACKUP, WE RECEIVED TA FROM MLB TWR AND ONBOARD TCASII SYS OF A CONFLICT ON OUR APCH PATH. TCASII ADVISORY WENT TO RA AND COMMANDED STOP DSCNT THEN CLB COMMAND. I COMPLIED WITH TCASII AT THE SAME TIME THAT THE FO VISUALLY ACQUIRED A LOW WING PIPER ACFT AT OUR 12 O'CLOCK POS AND APPROX 200 FT LOW ON A S TO N HDG. IN OUR ESTIMATION THE TIMELY ADVISORIES PREVENTED A MIDAIR.
