Narrative:

On nov/xx/95 flight from sju to jfk an ATC routing/clearance was not accepted by the captain due to poor communications and confusion about current en route chart depiction of airway waypoints. Approaching kraft intersection, sju center changed our clearance from amber 300 to amber 523. The original clearance and filed flight plan was A300. Upon receiving the new clearance the crew checked the commercial high altitude airway chart 5/6 for the new route and found the named intxns along A523 did not match those in the ATC clearance. The crew was referring to charts dated oct/xx/95 and did not notice the new charts were not effective until nov/xx/95. By the time the crew discovered why the clearance did not match the new ATC clearance, VHF radio coverage with sju center was lost and HF radio coverage with ny commercial radio was established. Ny commercial radio subsequently revised the clearance to the originally filed route of A300, but at a lower altitude than originally filed. The original and filed route was then flown, but at the revised altitude. Poor HF radio communications prevented the crew from explaining the crew's request for maintaining the original routing along A300.

LATER, THEY DISCOVERED THAT THEIR OLD MAPS WERE STILL CURRENT, BUT THEY HAD THROWN THEM AWAY WHEN THEY HAD CHANGED TO THE NEW MAPS WHICH WERE NOT CURRENT YET. THE FLC PICKED UP THE OLD MAPS UPON ARR AT JFK.

BY THE TIME THE CREW DISCOVERED WHY THE CLRNC DID NOT MATCH THE NEW ATC CLRNC, VHF RADIO COVERAGE WITH SJU CTR WAS LOST AND HF RADIO COVERAGE WITH NY COMMERCIAL RADIO WAS ESTABLISHED. NY COMMERCIAL RADIO SUBSEQUENTLY REVISED THE CLRNC TO THE ORIGINALLY FILED RTE OF A300, BUT AT A LOWER ALT THAN ORIGINALLY FILED. THE ORIGINAL AND FILED RTE WAS THEN FLOWN, BUT AT THE REVISED ALT. POOR HF RADIO COMS PREVENTED THE CREW FROM EXPLAINING THE CREW'S REQUEST FOR MAINTAINING THE ORIGINAL ROUTING ALONG A300.
