Narrative:
Air carrier X at FL290 was requesting higher altitude due to constant chop. I was moderately busy and distracted by another controller. I issued higher to air carrier X before I realized there was a potential conflict with another aircraft at FL310. I turned the climbing air carrier X hard left, but he did not initiate turn soon enough for approved separation.

Title: OPERROR BY RADAR CTLR.
Narrative: ACR X AT FL290 WAS REQUESTING HIGHER ALT DUE TO CONSTANT CHOP. I WAS MODERATELY BUSY AND DISTRACTED BY ANOTHER CTLR. I ISSUED HIGHER TO ACR X BEFORE I REALIZED THERE WAS A POTENTIAL CONFLICT WITH ANOTHER ACFT AT FL310. I TURNED THE CLBING ACR X HARD L, BUT HE DID NOT INITIATE TURN SOON ENOUGH FOR APPROVED SEPARATION.
