Narrative:

I was working in the acy tower local and ground combined. FAA operations (call sign OPS1) informed me that he was doing a deer check. I taxied air carrier to runway 13 for departure. OPS1 informed me that he was chasing deer. I observed him chasing them in a field (midfield) at this time they were sbound (not towards runway). I cleared air carrier for takeoff. I then observed OPS1 proceeding directly towards the east towards runway 13. Operations then, as he was crossing the parallel taxiway, asked me to 'cancel that aircraft's clearance, there are deer everywhere out here.' as he was saying this, he went into the safety area. I did cancel air carrier takeoff clearance, stated the reason why and he did abort the takeoff. As I did this, OPS1 proceeded onto the runway without a clearance. When I finished the explanation to air carrier, OPS1 asked for permission to go onto runway 13, a runway which he was already on. These deer would not have been a problem if OPS1 had not spooked the deer and chased them towards the runway. The third problem is that operations proceeded onto the runway. If the aircraft could not have stopped where he did, this could have been a major problem.

Title: VEHICLE CHASING DEER FROM RWY ENTERS RWY WITHOUT PERMISSION. ACFT ABORTS.

Narrative: I WAS WORKING IN THE ACY TWR LCL AND GND COMBINED. FAA OPS (CALL SIGN OPS1) INFORMED ME THAT HE WAS DOING A DEER CHK. I TAXIED ACR TO RWY 13 FOR DEP. OPS1 INFORMED ME THAT HE WAS CHASING DEER. I OBSERVED HIM CHASING THEM IN A FIELD (MIDFIELD) AT THIS TIME THEY WERE SBOUND (NOT TOWARDS RWY). I CLRED ACR FOR TKOF. I THEN OBSERVED OPS1 PROCEEDING DIRECTLY TOWARDS THE E TOWARDS RWY 13. OPS THEN, AS HE WAS XING THE PARALLEL TXWY, ASKED ME TO 'CANCEL THAT ACFT'S CLRNC, THERE ARE DEER EVERYWHERE OUT HERE.' AS HE WAS SAYING THIS, HE WENT INTO THE SAFETY AREA. I DID CANCEL ACR TKOF CLRNC, STATED THE REASON WHY AND HE DID ABORT THE TKOF. AS I DID THIS, OPS1 PROCEEDED ONTO THE RWY WITHOUT A CLRNC. WHEN I FINISHED THE EXPLANATION TO ACR, OPS1 ASKED FOR PERMISSION TO GO ONTO RWY 13, A RWY WHICH HE WAS ALREADY ON. THESE DEER WOULD NOT HAVE BEEN A PROB IF OPS1 HAD NOT SPOOKED THE DEER AND CHASED THEM TOWARDS THE RWY. THE THIRD PROB IS THAT OPS PROCEEDED ONTO THE RWY. IF THE ACFT COULD NOT HAVE STOPPED WHERE HE DID, THIS COULD HAVE BEEN A MAJOR PROB.
