Narrative:

Captain landed 300 ft short of displaced threshold. ATIS out and tower reported first 1200 ft displaced due to construction. Winds gusty. No displaced threshold markings on runway except light posts and 3 orange barrels on side of runway to indicate where actual landing zone started. An arresting wire and marking across runway was confused by captain as the actual threshold. Captain has been making a habit of landing 'on the numbers' at airports without ILS/VASI and this contributed to landing short. Temporary painted markings or tape etc, on the runway to clearly indicate where threshold started would have prevented this. Another airline crew landing after us reported difficulty with the runway markings as well.

Title: FLC LANDS SHORT.

Narrative: CAPT LANDED 300 FT SHORT OF DISPLACED THRESHOLD. ATIS OUT AND TWR RPTED FIRST 1200 FT DISPLACED DUE TO CONSTRUCTION. WINDS GUSTY. NO DISPLACED THRESHOLD MARKINGS ON RWY EXCEPT LIGHT POSTS AND 3 ORANGE BARRELS ON SIDE OF RWY TO INDICATE WHERE ACTUAL LNDG ZONE STARTED. AN ARRESTING WIRE AND MARKING ACROSS RWY WAS CONFUSED BY CAPT AS THE ACTUAL THRESHOLD. CAPT HAS BEEN MAKING A HABIT OF LNDG 'ON THE NUMBERS' AT ARPTS WITHOUT ILS/VASI AND THIS CONTRIBUTED TO LNDG SHORT. TEMPORARY PAINTED MARKINGS OR TAPE ETC, ON THE RWY TO CLRLY INDICATE WHERE THRESHOLD STARTED WOULD HAVE PREVENTED THIS. ANOTHER AIRLINE CREW LNDG AFTER US RPTED DIFFICULTY WITH THE RWY MARKINGS AS WELL.
