Narrative:

Departed urbana, il, XA17 CDT in a cessna 172 with 3 passenger on board. Climbed to 2500 ft MSL and cruised at that level until XB45, then commenced gradual descent. Noticed other (aircraft) about 5 mins before we landed at mwc, was above me and to my left. Other (aircraft) had 2 wing mounted landing lights on, but no beacon, no navigation lights, and no strobe. My beacon, navigation lights, and strobe were on, and I turned on my landing light till he flew past me. No corrective action was taken because it appeared the other (aircraft) would pass above me and to my left. I am uncertain whether he saw me or not.

MY BEACON, NAV LIGHTS, AND STROBE WERE ON, AND I TURNED ON MY LNDG LIGHT TILL HE FLEW PAST ME. NO CORRECTIVE ACTION WAS TAKEN BECAUSE IT APPEARED THE OTHER (ACFT) WOULD PASS ABOVE ME AND TO MY L. I AM UNCERTAIN WHETHER HE SAW ME OR NOT.
