Narrative:

Upon contacting greenbay approach we were told to expect the visual runway 24 and we were given a heading for the runway and cleared pilot's discretion to 3000 ft, report the field. We reported the field and were cleared visual runway 24 contact tower. Upon contacting tower we were 'cleared to land' runway 24. At about 200 ft AGL we were told to 'go around' runway 24 is closed. We made the 'go around' entered downwind runway 18 (right downwind) to a safe uneventful landing. I believe if it's 'closed' on 'ATIS' it should remain closed until removed from ATIS, it seems that the controllers will not only at this airport, but at any controled field, will clear you to land even if the ATIS states otherwise.

Title: FLC RECEIVED A LNDG CLRNC FOR A CLOSED RWY.

Narrative: UPON CONTACTING GREENBAY APCH WE WERE TOLD TO EXPECT THE VISUAL RWY 24 AND WE WERE GIVEN A HDG FOR THE RWY AND CLRED PLT'S DISCRETION TO 3000 FT, RPT THE FIELD. WE RPTED THE FIELD AND WERE CLRED VISUAL RWY 24 CONTACT TWR. UPON CONTACTING TWR WE WERE 'CLRED TO LAND' RWY 24. AT ABOUT 200 FT AGL WE WERE TOLD TO 'GAR' RWY 24 IS CLOSED. WE MADE THE 'GAR' ENTERED DOWNWIND RWY 18 (R DOWNWIND) TO A SAFE UNEVENTFUL LNDG. I BELIEVE IF IT'S 'CLOSED' ON 'ATIS' IT SHOULD REMAIN CLOSED UNTIL REMOVED FROM ATIS, IT SEEMS THAT THE CTLRS WILL NOT ONLY AT THIS ARPT, BUT AT ANY CTLED FIELD, WILL CLR YOU TO LAND EVEN IF THE ATIS STATES OTHERWISE.
