Narrative:

I was following another aircraft from chino back to lgb. I reported that I was circling at the 91/605 freeway intersection, the other aircraft I was with did the same. After a few circles, the tower told me to report on the 45 degree for runway 25R. One of the planes in the pattern was told to land and hold short of runway 30, a citabria. I flew west at about 2000 ft and entered on the 45 degree from the 91 freeway starting a descent to pattern altitude but was told by the tower to remain at 1500 ft, and as I got closer to the airport an aircraft was cleared to land and elected to go around because he saw the citabria on the runway holding short of runway 30. Then the tower had the aircraft go around and the next aircraft go around. The citabria was told to continue holding short and the air carrier jet was cleared for takeoff and I was to remain to the east of the runway 30 centerline because there would be a jet taking off. I setup well east of the centerline of runway 30 (at 1/4 to 1/2 mi to the east about 2500 ft). As the air carrier jet was passing through my altitude, he came on the frequency in an upset tone and said something like 'why was that plane so close, my electric box went wild and said pull-up pull-up' at this time the air carrier jet was passing off to my right at my altitude at 1700 ft MSL. Contributing factors: after the air carrier jet changed frequency, to socal, and I was further downwind the tower told me to descend to pattern altitude and said I was #3 or #4 to land. After I landed and tied down the airplane, I drove home, near to the airport, and decided to call the tower to see what happened. During the conversation with the tower person, we both felt I was 1/4 to 1/2 mi away from the jet. The air carrier jet had made socal aware that they were upset with what had happened and would call the tower when they got to their destination. Tower and I remembered then that the citabria was stopped at the hold short of runway 30 on runway 25R at the time and probably the citabria's transponder was the cause of the pull-up commanded by the TCASII. The air carrier jet would have passed closer to the citabria, within 100-200 ft, than to me as it was climbing.

Title: RPTR WAS ORBITING IN SEQUENCE FOR LNDG IN THE TFC PATTERN WHILE A JET DEPARTED. THE JET'S FLC RECEIVED A TCASII RA WHILE CLBING THROUGH RPTR'S ACFT'S ALT.

Narrative: I WAS FOLLOWING ANOTHER ACFT FROM CHINO BACK TO LGB. I RPTED THAT I WAS CIRCLING AT THE 91/605 FREEWAY INTXN, THE OTHER ACFT I WAS WITH DID THE SAME. AFTER A FEW CIRCLES, THE TWR TOLD ME TO RPT ON THE 45 DEG FOR RWY 25R. ONE OF THE PLANES IN THE PATTERN WAS TOLD TO LAND AND HOLD SHORT OF RWY 30, A CITABRIA. I FLEW W AT ABOUT 2000 FT AND ENTERED ON THE 45 DEG FROM THE 91 FREEWAY STARTING A DSCNT TO PATTERN ALT BUT WAS TOLD BY THE TWR TO REMAIN AT 1500 FT, AND AS I GOT CLOSER TO THE ARPT AN ACFT WAS CLRED TO LAND AND ELECTED TO GAR BECAUSE HE SAW THE CITABRIA ON THE RWY HOLDING SHORT OF RWY 30. THEN THE TWR HAD THE ACFT GAR AND THE NEXT ACFT GAR. THE CITABRIA WAS TOLD TO CONTINUE HOLDING SHORT AND THE ACR JET WAS CLRED FOR TKOF AND I WAS TO REMAIN TO THE E OF THE RWY 30 CTRLINE BECAUSE THERE WOULD BE A JET TAKING OFF. I SETUP WELL E OF THE CTRLINE OF RWY 30 (AT 1/4 TO 1/2 MI TO THE E ABOUT 2500 FT). AS THE ACR JET WAS PASSING THROUGH MY ALT, HE CAME ON THE FREQ IN AN UPSET TONE AND SAID SOMETHING LIKE 'WHY WAS THAT PLANE SO CLOSE, MY ELECTRIC BOX WENT WILD AND SAID PULL-UP PULL-UP' AT THIS TIME THE ACR JET WAS PASSING OFF TO MY R AT MY ALT AT 1700 FT MSL. CONTRIBUTING FACTORS: AFTER THE ACR JET CHANGED FREQ, TO SOCAL, AND I WAS FURTHER DOWNWIND THE TWR TOLD ME TO DSND TO PATTERN ALT AND SAID I WAS #3 OR #4 TO LAND. AFTER I LANDED AND TIED DOWN THE AIRPLANE, I DROVE HOME, NEAR TO THE ARPT, AND DECIDED TO CALL THE TWR TO SEE WHAT HAPPENED. DURING THE CONVERSATION WITH THE TWR PERSON, WE BOTH FELT I WAS 1/4 TO 1/2 MI AWAY FROM THE JET. THE ACR JET HAD MADE SOCAL AWARE THAT THEY WERE UPSET WITH WHAT HAD HAPPENED AND WOULD CALL THE TWR WHEN THEY GOT TO THEIR DEST. TWR AND I REMEMBERED THEN THAT THE CITABRIA WAS STOPPED AT THE HOLD SHORT OF RWY 30 ON RWY 25R AT THE TIME AND PROBABLY THE CITABRIA'S XPONDER WAS THE CAUSE OF THE PULL-UP COMMANDED BY THE TCASII. THE ACR JET WOULD HAVE PASSED CLOSER TO THE CITABRIA, WITHIN 100-200 FT, THAN TO ME AS IT WAS CLBING.
