Narrative:

Ground gave taxi clearance and IFR clearance simultaneously, would not release IFR clearance when requested earlier. Increased pilot workload. Red runway signs are located far from taxi/runway intersection. Runway was not idented until too late. Yellow hold short lines are faded or non existent. Pilot misunderstood 'taxi to runway' for 'position and hold' instructions. The phrase 'hold short of runway 18' was not used. Txwys at this airport are not full length. Pilot is required to back taxi in order to position aircraft at start of runway.
