Narrative:

I was acting as first officer on flight from yhz to jfk. The crew arrived at the airport prior to the 45 min check in time required by the company. The aircraft arrived at the gate about 15 mins prior to departure. I preflted the aircraft and climbed into the right seat and began my preflight of the cockpit. The captain was already in his seat looking over the release and logbooks. I began to get the clearance and started filling out the manifest. The captain called for the before staring engines checklist which we began to run so as to prepare for engine start. During the checklist or just prior to the checklist we turned on the ground power and the voltage dropped to 25 volts on the voltmeter. All the lights dimmed and went out. The captain turned off ground power and batteries and then repowered the aircraft. After repowering the aircraft everything appeared normal and we completed the checklist. Once airborne we were informed that the aircraft was never fueled prior to departure. Release fuel was 4200 pounds and we actually departed with 3200 pounds. We calculated that we could have made it to jkf with 650 pounds to spare at the present fuel burn. After flying for a while longer both the captain and myself decided to make an off scheduled landing at pvd to take on additional fuel. I feel the contributing factors to this accident were the interrupted checklist and the rush of trying to get the flight out on time.

Title: COMMUTER DEPARTS WITHOUT BEING REFUELED.

Narrative: I WAS ACTING AS FO ON FLT FROM YHZ TO JFK. THE CREW ARRIVED AT THE ARPT PRIOR TO THE 45 MIN CHK IN TIME REQUIRED BY THE COMPANY. THE ACFT ARRIVED AT THE GATE ABOUT 15 MINS PRIOR TO DEP. I PREFLTED THE ACFT AND CLBED INTO THE R SEAT AND BEGAN MY PREFLT OF THE COCKPIT. THE CAPT WAS ALREADY IN HIS SEAT LOOKING OVER THE RELEASE AND LOGBOOKS. DURING THE CHKLIST OR JUST PRIOR TO THE CHKLIST WE TURNED ON THE GND PWR AND THE VOLTAGE DROPPED TO 25 VOLTS ON THE VOLTMETER. ALL THE LIGHTS DIMMED AND WENT OUT. THE CAPT TURNED OFF GND PWR AND BATTERIES AND THEN REPOWERED THE ACFT. AFTER REPOWERING THE ACFT EVERYTHING APPEARED NORMAL AND WE COMPLETED THE CHKLIST. ONCE AIRBORNE WE WERE INFORMED THAT THE ACFT WAS NEVER FUELED PRIOR TO DEP. RELEASE FUEL WAS 4200 LBS AND WE ACTUALLY DEPARTED WITH 3200 LBS. WE CALCULATED THAT WE COULD HAVE MADE IT TO JKF WITH 650 LBS TO SPARE AT THE PRESENT FUEL BURN. AFTER FLYING FOR A WHILE LONGER BOTH THE CAPT AND MYSELF DECIDED TO MAKE AN OFF SCHEDULED LNDG AT PVD TO TAKE ON ADDITIONAL FUEL. I FEEL THE CONTRIBUTING FACTORS TO THIS ACCIDENT WERE THE INTERRUPTED CHKLIST AND THE RUSH OF TRYING TO GET THE FLT OUT ON TIME.
