Narrative:

Ny departure gave us a heading after takeoff of 240 degrees and 8000 ft. Copilot read it back and we both verified 8000 ft on the control module. After passing 7500 ft the controller told us to level at 8000 ft, that we were assigned 7000 ft and that they were climbing conflicting traffic at 8000 ft. This was a scheduled air carrier flight that I was captain on.

Narrative: NY DEP GAVE US A HDG AFTER TKOF OF 240 DEGS AND 8000 FT. COPLT READ IT BACK AND WE BOTH VERIFIED 8000 FT ON THE CTL MODULE. AFTER PASSING 7500 FT THE CTLR TOLD US TO LEVEL AT 8000 FT, THAT WE WERE ASSIGNED 7000 FT AND THAT THEY WERE CLBING CONFLICTING TFC AT 8000 FT. THIS WAS A SCHEDULED ACR FLT THAT I WAS CAPT ON.
