Narrative:

Missed bands crossing restr on descent into sna. On descent into sna we were cleared to cross bands at 14000 ft. The captain was flying and we saw that we were not going to be able to make the restr. I told ZLA we were not able to make the restr and their reply was to do the best you can. I then asked if the restr at bands was lifted and center said, no the restr is not lifted, do the best you can. We crossed bands at 16200 ft with no apparent conflict.

Title: FLC OF AN LGT FAILED TO MAKE A STAR XING RESTR.

Narrative: MISSED BANDS XING RESTR ON DSCNT INTO SNA. ON DSCNT INTO SNA WE WERE CLRED TO CROSS BANDS AT 14000 FT. THE CAPT WAS FLYING AND WE SAW THAT WE WERE NOT GOING TO BE ABLE TO MAKE THE RESTR. I TOLD ZLA WE WERE NOT ABLE TO MAKE THE RESTR AND THEIR REPLY WAS TO DO THE BEST YOU CAN. I THEN ASKED IF THE RESTR AT BANDS WAS LIFTED AND CTR SAID, NO THE RESTR IS NOT LIFTED, DO THE BEST YOU CAN. WE CROSSED BANDS AT 16200 FT WITH NO APPARENT CONFLICT.
