Narrative:

I was the receiving controller of a flight sebound from cleveland. The data block showed the aircraft climbing to FL210. I was working a military aircraft nwbound at FL220. Upon entering my airspace, the air carrier continued to climb to FL230. The transferring controller was unsure if he issued FL210 to the aircraft or if the pilot made the error. The transferring controller seemed to be working too many aircraft at the time. I was told later that he was controling 2 sectors combined. I feel that the combined sectors was the primary reason he did not give the situation adequate attention. Supplemental information from acn 310403: I was working radar, an air carrier X departed cle and was climbing aco-air, a military aircraft was pointed out to me by another sector, level at FL220. The air carrier had initially been given FL230, but I amended the clearance to FL210. I continued working on other things in my sector and I noticed that the air carrier was leveling at FL230. I questioned the pilot and the pilot said he was cleared to FL230. I don't know if separation was lost.

Title: ACR X CLB THROUGH OCCUPIED ALT HAD LTSS FROM MIL ACFT. SYS ERROR.

Narrative: I WAS THE RECEIVING CTLR OF A FLT SEBOUND FROM CLEVELAND. THE DATA BLOCK SHOWED THE ACFT CLBING TO FL210. I WAS WORKING A MIL ACFT NWBOUND AT FL220. THE TRANSFERRING CTLR SEEMED TO BE WORKING TOO MANY ACFT AT THE TIME. I WAS TOLD LATER THAT HE WAS CTLING 2 SECTORS COMBINED. I FEEL THAT THE COMBINED SECTORS WAS THE PRIMARY REASON HE DID NOT GIVE THE SIT ADEQUATE ATTN. SUPPLEMENTAL INFO FROM ACN 310403: I WAS WORKING RADAR, AN ACR X DEPARTED CLE AND WAS CLBING ACO-AIR, A MIL ACFT WAS POINTED OUT TO ME BY ANOTHER SECTOR, LEVEL AT FL220. THE ACR HAD INITIALLY BEEN GIVEN FL230, BUT I AMENDED THE CLRNC TO FL210. I CONTINUED WORKING ON OTHER THINGS IN MY SECTOR AND I NOTICED THAT THE ACR WAS LEVELING AT FL230. I QUESTIONED THE PLT AND THE PLT SAID HE WAS CLRED TO FL230. I DON'T KNOW IF SEPARATION WAS LOST.
