The problem is, the company scheduling contacted me the morning of jun/thu/95 when crew arrived for 1ST flight of day fll-tpa flight XXXX. Stated you will be replaced for the 2ND and 3RD legs so your first officer can be EFIS trained. Flew the 1ST leg with the first officer. In tampa, informed by training officer that there is a problem. Should not have flown with first officer who is not EFIS trained. Did not know this and still do not have a stated position from company airline on this action. Supplemental information from acn 309987: completed dhc- 8 EFIS ground training during initial in feb/xx/94. I never had been given EFIS flight training. All EFIS aircraft (4 out of 4) were used in florida exclusively, and were expected to leave the property (as per company memo). Recently, I was transferred to florida and called the training department to notify them of my status. They informed dispatch and crew scheduling. On jul/thu/95, upon check in, I received a computer message to call crew scheduling. Crew scheduler informed me that my EFIS training would take place today. I confirmed with her that I was to fly my crew (shift) as scheduled. She did say that I would be flying with 2 different capts. The entire 1ST leg was in VMC and the captain explained the EFIS/electromechanical differences. The flight was uneventful and I was joined by another captain for leg's 2 and 3 and the training continued. How do I know who is authority/authorized to perform EFIS training and who is not? It turned out the captain on the 1ST leg was not. Dispatch and crew scheduling had a communication problem. Do they take no responsibility at all? I checked the company manuals and found nothing regarding EFIS training. This subject needs to be addressed in the company manuals so that we have a set policy regarding EFIS training. Also, dispatch and crew scheduling need to develop a system that enhances communication and prevents this from occurring again.

THE ENTIRE 1ST LEG WAS IN VMC AND THE CAPT EXPLAINED THE EFIS/ELECTROMECHANICAL DIFFERENCES. THE FLT WAS UNEVENTFUL AND I WAS JOINED BY ANOTHER CAPT FOR LEG'S 2 AND 3 AND THE TRAINING CONTINUED. HOW DO I KNOW WHO IS AUTH TO PERFORM EFIS TRAINING AND WHO IS NOT? IT TURNED OUT THE CAPT ON THE 1ST LEG WAS NOT. DISPATCH AND CREW SCHEDULING HAD A COM PROB. DO THEY TAKE NO RESPONSIBILITY AT ALL? I CHKED THE COMPANY MANUALS AND FOUND NOTHING REGARDING EFIS TRAINING. THIS SUBJECT NEEDS TO BE ADDRESSED IN THE COMPANY MANUALS SO THAT WE HAVE A SET POLICY REGARDING EFIS TRAINING. ALSO, DISPATCH AND CREW SCHEDULING NEED TO DEVELOP A SYS THAT ENHANCES COM AND PREVENTS THIS FROM OCCURRING AGAIN.
