Narrative:

Aircraft X was repaired in ZZZ1 by a non qualified mechanic. Maintenance operations was notified of the reinspect by maintenance control and the call was placed to the lead mechanic. The call was received well over an hour before the aircraft was scheduled to arrive. Due to the large amount of work in progress and large amount of time before the aircraft arrived; the lead forgot to assign a mechanic to the reinspect. By the time the lead remembered; the aircraft had departed the gate. A call was placed by me to the operations supervisor to notify the tower that the aircraft needed to return to the gate; I then called dispatch to inform them of the situation and our request for the aircraft to return; at the same time maintenance control was also contacting dispatch; by the time the aircraft was contacted it had already departed. The aircraft was then requested to return to the field so the reinspect could be completed.

Title: A DHC-8-400 WAS DISPATCHED AND OPERATED WITH A REPAIR ACCOMPLISHED BY A NON QUALIFIED TECHNICIAN. AIRCRAFT REQUESTED TO RETURN TO THE FIELD TO HAVE REPAIR INSPECTED.

Narrative: ACFT X WAS REPAIRED IN ZZZ1 BY A NON QUALIFIED MECHANIC. MAINT OPS WAS NOTIFIED OF THE REINSPECT BY MAINT CTL AND THE CALL WAS PLACED TO THE LEAD MECH. THE CALL WAS RECEIVED WELL OVER AN HOUR BEFORE THE ACFT WAS SCHEDULED TO ARRIVE. DUE TO THE LARGE AMOUNT OF WORK IN PROGRESS AND LARGE AMOUNT OF TIME BEFORE THE ACFT ARRIVED; THE LEAD FORGOT TO ASSIGN A MECH TO THE REINSPECT. BY THE TIME THE LEAD REMEMBERED; THE ACFT HAD DEPARTED THE GATE. A CALL WAS PLACED BY ME TO THE OPS SUPVR TO NOTIFY THE TWR THAT THE ACFT NEEDED TO RETURN TO THE GATE; I THEN CALLED DISPATCH TO INFORM THEM OF THE SITUATION AND OUR REQUEST FOR THE ACFT TO RETURN; AT THE SAME TIME MAINT CTL WAS ALSO CONTACTING DISPATCH; BY THE TIME THE ACFT WAS CONTACTED IT HAD ALREADY DEPARTED. THE ACFT WAS THEN REQUESTED TO RETURN TO THE FIELD SO THE REINSPECT COULD BE COMPLETED.
