Narrative:

We were running a few mins late and trying to get back on schedule. I used the 25 mins ground time in pbi to do my normal paper work and aircraft inspection and also to get oil in #1 engine and call our maintenance department about an engine that was consuming oil at the limit rate. Upon return to the cockpit I was unable to get in my seat due to the mechanic/oiler working on the logbook. This resulted in my having minimum time to prepare for departure. After pwrback there was another air carrier aircraft blocking my normal exit path from the ramp so we asked ground control for an alternate exit route which was approved and we were given instructions to taxi to runway 9L and 'hold short of runway 13.' we had landed on runway 27 and the last ATIS information I had was for runway 27 so the runway change caught me by surprise. I taxied to runway 9L, crossing runway 13 and was told by ground control that I had been instructed to hold short of runway 13. The short ground time, several unusual problems on my mind, minimum time in my seat to prepare, last min runway change and the serious fire with injuries experienced by a jet flight the night before (all friends of mine) contributed to my misinterpreting or misunderstanding the controller's instructions. Supplemental information from acn 306894: on the other side, ground control called and asked if we knew that we had not been cleared across. I read back that I thought that we had been cleared. Was then told to contact tower. To correct, I will write down all taxi instructions.

Title: DEV FROM TAXI CLRNC CLRNC LIMIT OVERSHOT. ACR CROSSES AN ACTIVE RWY WITHOUT CLRNC.

Narrative: WE WERE RUNNING A FEW MINS LATE AND TRYING TO GET BACK ON SCHEDULE. I USED THE 25 MINS GND TIME IN PBI TO DO MY NORMAL PAPER WORK AND ACFT INSPECTION AND ALSO TO GET OIL IN #1 ENG AND CALL OUR MAINT DEPT ABOUT AN ENG THAT WAS CONSUMING OIL AT THE LIMIT RATE. UPON RETURN TO THE COCKPIT I WAS UNABLE TO GET IN MY SEAT DUE TO THE MECH/OILER WORKING ON THE LOGBOOK. THIS RESULTED IN MY HAVING MINIMUM TIME TO PREPARE FOR DEP. AFTER PWRBACK THERE WAS ANOTHER ACR ACFT BLOCKING MY NORMAL EXIT PATH FROM THE RAMP SO WE ASKED GND CTL FOR AN ALTERNATE EXIT RTE WHICH WAS APPROVED AND WE WERE GIVEN INSTRUCTIONS TO TAXI TO RWY 9L AND 'HOLD SHORT OF RWY 13.' WE HAD LANDED ON RWY 27 AND THE LAST ATIS INFO I HAD WAS FOR RWY 27 SO THE RWY CHANGE CAUGHT ME BY SURPRISE. I TAXIED TO RWY 9L, XING RWY 13 AND WAS TOLD BY GND CTL THAT I HAD BEEN INSTRUCTED TO HOLD SHORT OF RWY 13. THE SHORT GND TIME, SEVERAL UNUSUAL PROBS ON MY MIND, MINIMUM TIME IN MY SEAT TO PREPARE, LAST MIN RWY CHANGE AND THE SERIOUS FIRE WITH INJURIES EXPERIENCED BY A JET FLT THE NIGHT BEFORE (ALL FRIENDS OF MINE) CONTRIBUTED TO MY MISINTERPRETING OR MISUNDERSTANDING THE CTLR'S INSTRUCTIONS. SUPPLEMENTAL INFO FROM ACN 306894: ON THE OTHER SIDE, GND CTL CALLED AND ASKED IF WE KNEW THAT WE HAD NOT BEEN CLRED ACROSS. I READ BACK THAT I THOUGHT THAT WE HAD BEEN CLRED. WAS THEN TOLD TO CONTACT TWR. TO CORRECT, I WILL WRITE DOWN ALL TAXI INSTRUCTIONS.
