Narrative:
Captain flying, decided to climb to 17000 ft without ATC permission. I requested 'higher' but was told maintain 15000 ft. Captain finally descended to 15000 ft. We broke out of clouds, saw aircraft go directly overhead at 17000 ft. I told my chief pilot of the incident.

Title: ALTDEV ALT EXCURSION WHILE IN FOREIGN AIRSPACE.
Narrative: CAPT FLYING, DECIDED TO CLB TO 17000 FT WITHOUT ATC PERMISSION. I REQUESTED 'HIGHER' BUT WAS TOLD MAINTAIN 15000 FT. CAPT FINALLY DSNDED TO 15000 FT. WE BROKE OUT OF CLOUDS, SAW ACFT GO DIRECTLY OVERHEAD AT 17000 FT. I TOLD MY CHIEF PLT OF THE INCIDENT.
