Narrative:

Dulles was down to 1 runway for landing, runway 1L (runway 1R was closed, runway 30 was not usable, WX). Dulles was asking center for 20 mi entrail. We (air carrier flight) were being vectored for the last 20 mins or so by ZNY around williamsport (fqm), selinsgrove (seg) and now closest to harrisburg (har) VOR, when one of our company flts asked center how much longer they could expect in delays because of being vectored around. Center then said to them: I'll tell you what air carrier -- that's it for the vectors, hold south of harrisburg on V162.' he then said 'and if any of the other air carrier flts have a problem or question I will accommodate them as well!' this controller was punishing our company flight when they were probably just trying to plan for fuel purposes, and threatening the rest of us. I wish I had his name. An attitude like this can severely harm pilot/controller communications as well as distract and upset flcs!

CTR THEN SAID TO THEM: I'LL TELL YOU WHAT ACR -- THAT'S IT FOR THE VECTORS, HOLD S OF HARRISBURG ON V162.' HE THEN SAID 'AND IF ANY OF THE OTHER ACR FLTS HAVE A PROB OR QUESTION I WILL ACCOMMODATE THEM AS WELL!' THIS CTLR WAS PUNISHING OUR COMPANY FLT WHEN THEY WERE PROBABLY JUST TRYING TO PLAN FOR FUEL PURPOSES, AND THREATENING THE REST OF US. I WISH I HAD HIS NAME. AN ATTITUDE LIKE THIS CAN SEVERELY HARM PLT/CTLR COMS AS WELL AS DISTRACT AND UPSET FLCS!
