Narrative:

4 cessnas in pattern doing touch and goes. BE33 small aircraft X called inbound from the northeast, told to enter left base runway 14 and report 4 mi northeast. X reported 4 mi northeast and was sequenced #4 to follow a cessna on left base which he rogered. About 1 min later, I noticed the BE33 about 1 mi north of the field, on base, closing with his traffic at a high rate of speed. I told the pilot that he was cutting off his traffic and that he would have to slow down and widen out to his right to follow. He continued on base, I didn't notice an attempt to turn to the right or slow, so I issued traffic as ahead and to your right. Within 5 seconds the cessna pulled into a climb and the BE33 executed a diving left turn, leveling out within 100- 200 ft AGL over a congested metropolitan area. The cessna decided to go around and the BE33 landed without further incident. I think that the pilots of both aircraft could have been more diligent in scanning for other traffic and the pilot of the BE33 exercised poor judgement by entering the pattern at such a high rate of speed when sequenced behind a lower performance aircraft. Supplemental information from acn 303451: C172 cleared to land and on final for runway. BE33 entering on left base sequenced to follow C172. BE33 continued into runway and was cutting in front of C172. Tower re-issued traffic to BE33. At this time BE33 must have seen C172 and took evasive action.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTION HAD NMAC WITH CESSNA ON FINAL APCH. EVASIVE ACTION TAKEN.

ABOUT 1 MIN LATER, I NOTICED THE BE33 ABOUT 1 MI N OF THE FIELD, ON BASE, CLOSING WITH HIS TFC AT A HIGH RATE OF SPD.
