Narrative:

Air carrier X descending IFR through moderate turbulence, approach gave us a vector to approximately downwind heading for runway 36. Told controller. We were unable to take right turn due to WX (on radar). We observed traffic on TCASII climbing through our altitude and got TCASII TA but no TCASII RA. Did not get traffic callout by controller (WX was solid IMC throughout descent and approach). Continued approach and landing without further incident. Captain talked to approach control supervisor on phone after landing and found that air carrier Y had departed dca and been given clearance to FL190. Believe problem was a combination of WX and poor coordination between approach and departure control.

Narrative: ACR X DSNDING IFR THROUGH MODERATE TURB, APCH GAVE US A VECTOR TO APPROX DOWNWIND HDG FOR RWY 36. TOLD CTLR. WE WERE UNABLE TO TAKE R TURN DUE TO WX (ON RADAR).
