Narrative:

Air carrier X descending IFR through moderate turbulence on radar vectors by dca approach control. Given clearance from 8000 ft to 6000 ft and given heading change to right of present heading. Advised approach unable to comply with heading change due to WX on radar and requested present heading for few additional mi. No reply from approach controller. Shortly thereafter received TA on TCASII. Continued approach and landing without further incident. In subsequent phone conversation with approach controller found that air carrier flight had departed dca and been given clearance to FL190. Believe problem caused by poor coordination between departure and approach control.

Narrative: ACR X DSNDING IFR THROUGH MODERATE TURB ON RADAR VECTORS BY DCA APCH CTL. GIVEN CLRNC FROM 8000 FT TO 6000 FT AND GIVEN HDG CHANGE TO R OF PRESENT HDG. CONTINUED APCH AND LNDG WITHOUT FURTHER INCIDENT. IN SUBSEQUENT PHONE CONVERSATION WITH APCH CTLR FOUND THAT ACR FLT HAD DEPARTED DCA AND BEEN GIVEN CLRNC TO FL190. BELIEVE PROB CAUSED BY POOR COORD BTWN DEP AND APCH CTL.
