Narrative: CTLR ISSUED ACR X A 090 DEG HDG TO MAINTAIN SEPARATION. ACR X ADVISED NEGATIVE WE HAVE A TCASII RA AND WE'RE CLBING. SEPARATION MAY HAVE BEEN LOST DUE TO ACR X REFUSAL OF ATC INSTRUCTIONS.
