Narrative:

Go around from 300 ft AGL due commuter ahead very slow clearing runway. After go around procedure was complete, and with stable altitude/speed/heading, I made a 15 second PA advising the airplane was ok and my intentions. Prior to departure, we had a maintenance delay of nearly an hour and I knew we had at least a dozen very angry passenger and I figured a go around obviously not WX related might upset some of the white-knuckle types. Under the circumstances, I felt a very short PA to calm everyone and keep them in their seats was appropriate. If we had to work in with other traffic (plenty of fuel), someone might have gotten up which would have been more distraction for the cockpit crew than my PA. As it was, we came right back for a normal landing (and cleared much sooner than the commuter had). I do not feel that my short PA violated the intent of 'sterile cockpit.' someone in authority/authorized might disagree.

Title: AN EVASIVE ACTION GAR NECESSITATES A PUBLIC ADDRESS ANNOUNCEMENT DURING THE STERILE COCKPIT PERIOD.

Narrative: GAR FROM 300 FT AGL DUE COMMUTER AHEAD VERY SLOW CLRING RWY. AFTER GAR PROC WAS COMPLETE, AND WITH STABLE ALT/SPD/HDG, I MADE A 15 SECOND PA ADVISING THE AIRPLANE WAS OK AND MY INTENTIONS. PRIOR TO DEP, WE HAD A MAINT DELAY OF NEARLY AN HR AND I KNEW WE HAD AT LEAST A DOZEN VERY ANGRY PAX AND I FIGURED A GAR OBVIOUSLY NOT WX RELATED MIGHT UPSET SOME OF THE WHITE-KNUCKLE TYPES. UNDER THE CIRCUMSTANCES, I FELT A VERY SHORT PA TO CALM EVERYONE AND KEEP THEM IN THEIR SEATS WAS APPROPRIATE. IF WE HAD TO WORK IN WITH OTHER TFC (PLENTY OF FUEL), SOMEONE MIGHT HAVE GOTTEN UP WHICH WOULD HAVE BEEN MORE DISTR FOR THE COCKPIT CREW THAN MY PA. AS IT WAS, WE CAME RIGHT BACK FOR A NORMAL LNDG (AND CLRED MUCH SOONER THAN THE COMMUTER HAD). I DO NOT FEEL THAT MY SHORT PA VIOLATED THE INTENT OF 'STERILE COCKPIT.' SOMEONE IN AUTH MIGHT DISAGREE.
