On flight as captain for air carrier xyz, we were given a crossing restr, to cross '80 mi south of richmond, va, at FL230.' restr was issued by ZDC on 118.92. During level off at FL230, 82 mi south of ric, ZDC, on frequency 127.75, asked our altitude. I stated that we were level at FL230. He said 'last assigned was FL280.' I said we were given '80 mi south at FL230, what do you want?' I again asked what he wanted and he said 'remain at FL230.'
