Narrative:

During an IFR flight on mar/xx/95 from dxr to cyyz (toronto) then to hpn to dxr our mode C became inoperative. We flew on into toronto (class B), departed, flew above 18000 ft to hpn (into class B) out of hpn and into dxr -- at no time did controllers advise us that we could not enter any of the airspace. (Toronto class B, new york class B or above 18000 ft MSL). We were only asked to advise of vacating altitudes, level at altitudes and any changes in altitudes.
