Narrative:
Small aircraft X, a BE35, was instructed to taxi into position and hold on runway 18R, a piper was rolling out downfield. Air carrier Y, an ATR 72, was cleared for takeoff on runway 18L. Started a takeoff roll. The piper ahead had cleared the runway. X was told to hold in position but did not acknowledge. Takeoff clearance for Y was canceled and Y was instructed to hold in position on runway 18L. When X was airborne radio contact was attempted but not acknowledged by X. When X was approximately 1 mi south of tul airport, radio contact was established and X was instructed to turn left and contact departure. When X was clear of the departure course, Y was cleared for takeoff. The event was then reported to the TRACON supervisor.

WHEN X WAS AIRBORNE RADIO CONTACT WAS ATTEMPTED BUT NOT ACKNOWLEDGED BY X. WHEN X WAS APPROX 1 MI S OF TUL ARPT, RADIO CONTACT WAS ESTABLISHED AND X WAS INSTRUCTED TO TURN L AND CONTACT DEP. WHEN X WAS CLR OF THE DEP COURSE, Y WAS CLRED FOR TKOF. THE EVENT WAS THEN RPTED TO THE TRACON SUPVR.
