Narrative:

ATC questioned if we were following the jasen 1 arrival and stated we were 6 mi south of the arrival. This is a recurring problem with this arrival as we are required to track the 072 degree radial out of bkw. This VOR is constantly scalloping from our intercept point at dilnn until our changeover point at finks. We usually can stay somewhat close to the arrival by keeping the CDI swings equidistant. I don't know if the problem is with our equipment or bkw VOR. I have never flown this arrival in any aircraft other than an emb-120 and this happens no matter which E-120 in the fleet I am flying. Callback conversation with reporter revealed the following information: ZDC procedures specialist stated they have had no reports of poor reception on the jasen 1 arrival.

Title: ACR X NAV DEV DUE TO POOR RECEPTION OF VOR.

Narrative: ATC QUESTIONED IF WE WERE FOLLOWING THE JASEN 1 ARR AND STATED WE WERE 6 MI S OF THE ARR. THIS IS A RECURRING PROB WITH THIS ARR AS WE ARE REQUIRED TO TRACK THE 072 DEG RADIAL OUT OF BKW. THIS VOR IS CONSTANTLY SCALLOPING FROM OUR INTERCEPT POINT AT DILNN UNTIL OUR CHANGEOVER POINT AT FINKS. WE USUALLY CAN STAY SOMEWHAT CLOSE TO THE ARR BY KEEPING THE CDI SWINGS EQUIDISTANT. I DON'T KNOW IF THE PROB IS WITH OUR EQUIP OR BKW VOR. I HAVE NEVER FLOWN THIS ARR IN ANY ACFT OTHER THAN AN EMB-120 AND THIS HAPPENS NO MATTER WHICH E-120 IN THE FLEET I AM FLYING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ZDC PROCS SPECIALIST STATED THEY HAVE HAD NO RPTS OF POOR RECEPTION ON THE JASEN 1 ARR.
