Narrative:

Air carrier X heard air carrier Y heavy jet check on with ZAB, trying to get an IFR clearance. The controller was very busy and told air carrier Y to 'squawk, ah standby.' Y read back '...squawking standby.' our crew remarked to each other that we did not think that was what the controller meant. A few mins later ZAB issued Y a squawk, but did not issue a IFR clearance. We did not know the position of air carrier Y aircraft. Approaching the stanfield VOR (tfd) in our climb to FL230 we got a TCASII traffic alert at about 6 mi. The symbology showed the aircraft to be at our 11 O'clock and below us. Our altitude was now approximately 15000 ft. Within seconds we got a resolution alert and an increase climb guidance. The conflicting aircraft was now 400 ft below us and closing. The first officer increased the rate of climb. The aircraft was acquired visually at our 11:30 position and 200 ft below us. The first officer initiated an evasive right climbing turn. We passed Y left to left, co-altitude at 16000 ft over the stanfield VOR. Horizontal separation no more than 1 mi. Y was still in a climb.

Narrative: ACR X HEARD ACR Y HVY JET CHK ON WITH ZAB, TRYING TO GET AN IFR CLRNC. THE CTLR WAS VERY BUSY AND TOLD ACR Y TO 'SQUAWK, AH STANDBY.' Y READ BACK '...SQUAWKING STANDBY.' OUR CREW REMARKED TO EACH OTHER THAT WE DID NOT THINK THAT WAS WHAT THE CTLR MEANT. A FEW MINS LATER ZAB ISSUED Y A SQUAWK, BUT DID NOT ISSUE A IFR CLRNC. WE DID NOT KNOW THE POS OF ACR Y ACFT. APCHING THE STANFIELD VOR (TFD) IN OUR CLB TO FL230 WE GOT A TCASII TFC ALERT AT ABOUT 6 MI. THE SYMBOLOGY SHOWED THE ACFT TO BE AT OUR 11 O'CLOCK AND BELOW US. OUR ALT WAS NOW APPROX 15000 FT. WITHIN SECONDS WE GOT A RESOLUTION ALERT AND AN INCREASE CLB GUIDANCE. THE CONFLICTING ACFT WAS NOW 400 FT BELOW US AND CLOSING. THE FO INCREASED THE RATE OF CLB.
