Narrative:

Air carrier X departed geg on runway 3 en route to psc. Geg approach vectored us north of geg airport and fairchild AFB. I was about 3 NM north of fairchild AFB, at 10000 ft, heading 240 degrees at 200 KIAS, when geg approach called out traffic, flight of 2 kc-135 tankers departing fairchild to the southwest. I reported the traffic in sight and was asked to maintain visual separation from the kc-135's. The controller made no attempt to separate us by assigning a new heading or altitude. The kc-135's climbed out ahead of us, then turned north in front of us (F-27) as they climbed through our altitude (10000 ft MSL). I turned left to 150 degrees and climbed 500 ft to avoid the kc-135's. At that time I was 'cleared to maneuver behind the kc-135,' then I was told to turn left 180 degrees after I initiated an evasive turn to the left. Geg approach vectored us right into the path of the departing kc-135's, and then left it up to us to maintain separation while on an IFR flight plan.

Narrative: ACR X DEPARTED GEG ON RWY 3 ENRTE TO PSC. GEG APCH VECTORED US N OF GEG ARPT AND FAIRCHILD AFB. I WAS ABOUT 3 NM N OF FAIRCHILD AFB, AT 10000 FT, HDG 240 DEGS AT 200 KIAS, WHEN GEG APCH CALLED OUT TFC, FLT OF 2 KC-135 TANKERS DEPARTING FAIRCHILD TO THE SW. I RPTED THE TFC IN SIGHT AND WAS ASKED TO MAINTAIN VISUAL SEPARATION FROM THE KC-135'S. THE CTLR MADE NO ATTEMPT TO SEPARATE US BY ASSIGNING A NEW HDG OR ALT. THE KC-135'S CLBED OUT AHEAD OF US, THEN TURNED N IN FRONT OF US (F-27) AS THEY CLBED THROUGH OUR ALT (10000 FT MSL). I TURNED L TO 150 DEGS AND CLBED 500 FT TO AVOID THE KC-135'S. AT THAT TIME I WAS 'CLRED TO MANEUVER BEHIND THE KC-135,' THEN I WAS TOLD TO TURN L 180 DEGS AFTER I INITIATED AN EVASIVE TURN TO THE L. GEG APCH VECTORED US RIGHT INTO THE PATH OF THE DEPARTING KC-135'S, AND THEN LEFT IT UP TO US TO MAINTAIN SEPARATION WHILE ON AN IFR FLT PLAN.
