Flight had note in flight plan that fat runway 29R was closed, open with 10 min ppr. ATIS said runway 29R closed and I told first officer to contact tower to get runway 29R opened about 25 min out. Tower said it would take 1.5 hours to do so. I called fat operations and asked them to get dispatch approval to land runway 29L since operations page said flight operations tech approval required to land runway 29L. And I told them my landing weight. Fat operations relayed to me that I was good to land up to 130000 pounds, I said I know we agree was that then approval to land on runway 29L, fat operations said yes. After landing I called dispatch, she said all she thought I was worried about was the landing weight limit, and I pointed out the operations page restr to her. She checked with her manager on duty who seemed to believe that was an old problem making that requirement. An hour later in my room, dispatch called and said the requirement was due to runway width and that manager on duty could not approve it, flight operations tech had to. I should have made a phone patch to dispatch to relieve confusion, if flight operations tech could put reason for their concern in notes, it would help us rather than thinking it's an old page. And fat operations could have helped by being aware of the requirement to get flight operations ppr to land runway 29L and advise dispatch of the runway closure taking 1.5 hours to open instead of 10 mins.

Narrative: FLT HAD NOTE IN FLT PLAN THAT FAT RWY 29R WAS CLOSED, OPEN WITH 10 MIN PPR. ATIS SAID RWY 29R CLOSED AND I TOLD FO TO CONTACT TWR TO GET RWY 29R OPENED ABOUT 25 MIN OUT. TWR SAID IT WOULD TAKE 1.5 HRS TO DO SO. I CALLED FAT OPS AND ASKED THEM TO GET DISPATCH APPROVAL TO LAND RWY 29L SINCE OPS PAGE SAID FLT OPS TECH APPROVAL REQUIRED TO LAND RWY 29L. AND I TOLD THEM MY LNDG WT. FAT OPS RELAYED TO ME THAT I WAS GOOD TO LAND UP TO 130000 LBS, I SAID I KNOW WE AGREE WAS THAT THEN APPROVAL TO LAND ON RWY 29L, FAT OPS SAID YES. AFTER LNDG I CALLED DISPATCH, SHE SAID ALL SHE THOUGHT I WAS WORRIED ABOUT WAS THE LNDG WT LIMIT, AND I POINTED OUT THE OPS PAGE RESTR TO HER. SHE CHKED WITH HER MGR ON DUTY WHO SEEMED TO BELIEVE THAT WAS AN OLD PROB MAKING THAT REQUIREMENT. AN HR LATER IN MY ROOM, DISPATCH CALLED AND SAID THE REQUIREMENT WAS DUE TO RWY WIDTH AND THAT MGR ON DUTY COULD NOT APPROVE IT, FLT OPS TECH HAD TO. I SHOULD HAVE MADE A PHONE PATCH TO DISPATCH TO RELIEVE CONFUSION, IF FLT OPS TECH COULD PUT REASON FOR THEIR CONCERN IN NOTES, IT WOULD HELP US RATHER THAN THINKING IT'S AN OLD PAGE. AND FAT OPS COULD HAVE HELPED BY BEING AWARE OF THE REQUIREMENT TO GET FLT OPS PPR TO LAND RWY 29L AND ADVISE DISPATCH OF THE RWY CLOSURE TAKING 1.5 HRS TO OPEN INSTEAD OF 10 MINS.
