Narrative:

Mke county operations have closed taxiway C located north of approach end of runway 7L. Runway 7L departures from north side of airport have to cross the runway midfield to get to approach end. Runway 25R arrs have to make 180's on runway or turn off at end and again cross at midfield needlessly to get back to the north side of the airport. Reason for closure, to park cars!! This was known from last yr's parking shortages, yet no other/better parking plan was taken. I am concerned about safety and security. What if cars or persons get through temporary fencing? Callback conversation with reporter revealed the following information: reporter stated this is a temporary closure to park cars while a second story is being built on parking garage. Area is secured by concrete barriers with chain link fence on top. Reporter feels midfield xings add to controller workload and possible runway incursions.

Narrative: MKE COUNTY OPS HAVE CLOSED TXWY C LOCATED N OF APCH END OF RWY 7L. RWY 7L DEPS FROM N SIDE OF ARPT HAVE TO CROSS THE RWY MIDFIELD TO GET TO APCH END. RWY 25R ARRS HAVE TO MAKE 180'S ON RWY OR TURN OFF AT END AND AGAIN CROSS AT MIDFIELD NEEDLESSLY TO GET BACK TO THE N SIDE OF THE ARPT. REASON FOR CLOSURE, TO PARK CARS!! THIS WAS KNOWN FROM LAST YR'S PARKING SHORTAGES, YET NO OTHER/BETTER PARKING PLAN WAS TAKEN. I AM CONCERNED ABOUT SAFETY AND SECURITY. WHAT IF CARS OR PERSONS GET THROUGH TEMPORARY FENCING? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THIS IS A TEMPORARY CLOSURE TO PARK CARS WHILE A SECOND STORY IS BEING BUILT ON PARKING GARAGE. AREA IS SECURED BY CONCRETE BARRIERS WITH CHAIN LINK FENCE ON TOP. RPTR FEELS MIDFIELD XINGS ADD TO CTLR WORKLOAD AND POSSIBLE RWY INCURSIONS.
