Narrative:

Departed cvg en route to mbs with WX at mbs below minimums. Upon arriving in vicinity of mbs, WX was ok to land. Should not have left cvg with WX below minimums. Dispatch/release system could have caught this problem had it been in place. Callback conversation with reporter revealed the following information: the reporter flies the emb-120 for a regional air carrier. He does not remember if the release included a forecast for conditions above minimums, which is perfectly legal, or whether the forecast was for below minimums. He regrets that he did not include the date and time of this incident. The reporter was reminded that it is legal to take off for any destination if the forecast WX is to be above minimums no matter what the WX is at departure time.

Title: POSSIBLE FLT TO AN ARPT THAT WAS FORECAST TO BE BELOW LNDG LIMITS.

Narrative: DEPARTED CVG ENRTE TO MBS WITH WX AT MBS BELOW MINIMUMS. UPON ARRIVING IN VICINITY OF MBS, WX WAS OK TO LAND. SHOULD NOT HAVE LEFT CVG WITH WX BELOW MINIMUMS. DISPATCH/RELEASE SYS COULD HAVE CAUGHT THIS PROB HAD IT BEEN IN PLACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FLIES THE EMB-120 FOR A REGIONAL ACR. HE DOES NOT REMEMBER IF THE RELEASE INCLUDED A FORECAST FOR CONDITIONS ABOVE MINIMUMS, WHICH IS PERFECTLY LEGAL, OR WHETHER THE FORECAST WAS FOR BELOW MINIMUMS. HE REGRETS THAT HE DID NOT INCLUDE THE DATE AND TIME OF THIS INCIDENT. THE RPTR WAS REMINDED THAT IT IS LEGAL TO TAKE OFF FOR ANY DEST IF THE FORECAST WX IS TO BE ABOVE MINIMUMS NO MATTER WHAT THE WX IS AT DEP TIME.
