Narrative:

I was working ground control in the process of switching runway configurations from departing 22R and 31L at kk and arriving 22L; to departing and arriving 31L and 31R. I had two vehicles on frequency one sweeping 31R and one requesting to cross 22R at J. I gave a runway crossing to a vehicle at 22R and taxiway J. I believe that I issued the crossing when runway 22R was given to me by local control. The exchange of runway 22R was coordinated behind a departure; aircraft X. However there may have been a miscommunication. The possible incident was brought to my attention when aircraft Y on local's frequency questioned the vehicle crossing. After being relieved from my position several minutes later I have a hard time recalling the exact sequence of events. Increase awareness and vigilance during runway changes involving multiple vehicles on frequency and conditional runway crossings/change of runway ownership and especially in low traffic situations that may cause complacency.
