Cpr X was climbing into the high altitude sector. Arc Y was in level flight. X was issued 20 degree right turn and a climb to FL290. Y was issued present heading. X was issued an additional 20 degree right turn. The local ntap reported less than 5 mi horizontal separation. The qwo radar sight was inoperative.

Title: CPR X CLB THROUGH OCCUPIED ALT HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: CPR X WAS CLBING INTO THE HIGH ALT SECTOR. ARC Y WAS IN LEVEL FLT. X WAS ISSUED 20 DEG R TURN AND A CLB TO FL290. Y WAS ISSUED PRESENT HDG. X WAS ISSUED AN ADDITIONAL 20 DEG R TURN. THE LCL NTAP RPTED LESS THAN 5 MI HORIZ SEPARATION. THE QWO RADAR SIGHT WAS INOP.
