Narrative:

The flight was normal until arrival at fll. We were cleared for an approach to runway 9L when we were 30 mi west of fll at 6000 ft. The approach was made and we were switched to tower frequency which gave clearance to land. As we approached the runway we saw a small airplane (cherokee) in takeoff position. We initiated a go around and saw the cherokee start to take off as we passed overhead at 600 ft. We were given a heading of 060 degree and switched to departure control. We were assigned 2000 ft. Departure control said he would keep us close to the airport. We were turned west and then a heading of 240 degrees and down to 1500 ft so that we would be visual. At an abeam position we called runway in sight and we were cleared for a visual approach to runway 9L. We started turning and descending for our visual approach and were switched to tower frequency. Tower said that we had to go west 5 mi for noise abatement. We leveled off and turned west with gear down and flaps 22. We maneuvered to return to the field and tower advised of traffic at our altitude that she was controling and would turn away from us. We received a TCASII TA followed by a RA to climb which we did. We saw a little airplane (cessna) pass under us by 600 ft. We made a visual landing. Tower should not have cleared the cherokee onto the runway when we were so close to landing. There was confusion between the tower and departure control about noise abatement for visual lndgs. Tower did not do a good job of separating traffic under her control.

Title: A PIPER CHEROKEE WAS POSITIONED IN FRONT OF A LNDG WIDE BODY ACFT WHICH WAS REQUIRED TO GAR AND WITH SUBSEQUENT HANDLING ENCOUNTERED A RA ON TCASII.

THE APCH WAS MADE AND WE WERE SWITCHED TO TWR FREQ WHICH GAVE CLRNC TO LAND. AS WE APCHED THE RWY WE SAW A SMALL AIRPLANE (CHEROKEE) IN TKOF POS. WE INITIATED A GAR AND SAW THE CHEROKEE START TO TAKE OFF AS WE PASSED OVERHEAD AT 600 FT. WE WERE GIVEN A HDG OF 060 DEG AND SWITCHED TO DEP CTL. WE WERE ASSIGNED 2000 FT. DEP CTL SAID HE WOULD KEEP US CLOSE TO THE ARPT. WE WERE TURNED W AND THEN A HDG OF 240 DEGS AND DOWN TO 1500 FT SO THAT WE WOULD BE VISUAL. AT AN ABEAM POS WE CALLED RWY IN SIGHT AND WE WERE CLRED FOR A VISUAL APCH TO RWY 9L. WE STARTED TURNING AND DSNDING FOR OUR VISUAL APCH AND WERE SWITCHED TO TWR FREQ. TWR SAID THAT WE HAD TO GO W 5 MI FOR NOISE ABATEMENT. WE LEVELED OFF AND TURNED W WITH GEAR DOWN AND FLAPS 22. WE MANEUVERED TO RETURN TO THE FIELD AND TWR ADVISED OF TFC AT OUR ALT THAT SHE WAS CTLING AND WOULD TURN AWAY FROM US. WE RECEIVED A TCASII TA FOLLOWED BY A RA TO CLB WHICH WE DID. WE SAW A LITTLE AIRPLANE (CESSNA) PASS UNDER US BY 600 FT. WE MADE A VISUAL LNDG. TWR SHOULD NOT HAVE CLRED THE CHEROKEE ONTO THE RWY WHEN WE WERE SO CLOSE TO LNDG. THERE WAS CONFUSION BTWN THE TWR AND DEP CTL ABOUT NOISE ABATEMENT FOR VISUAL LNDGS. TWR DID NOT DO A GOOD JOB OF SEPARATING TFC UNDER HER CTL.
