Narrative:
Due to WX constraints I elected to fly a straight in visual approach to landing at banning -- runway 26. The airport facility guide states no straight in approachs. The WX west of the airport was approximately 800 overcast and 1 mi visibility. Flying a straight in approach to runway 26 allowed me to remain in VFR conditions. I also elected to fly a departure from runway 08 against the tetrahedron. Again, to remain in VFR conditions. Callback conversation with reporter revealed the following information: neither the airport manager nor the attendant on duty know exactly why there is a proscription regarding straight in lndgs at bng. There is a city ordinance that prohibits this with a $500 fine if pursued. The city has built up around the airport except for the east side. The reporter was unavailable for a telecon.

Title: TFC PATTERN PROC.
Narrative: DUE TO WX CONSTRAINTS I ELECTED TO FLY A STRAIGHT IN VISUAL APCH TO LNDG AT BANNING -- RWY 26. THE ARPT FACILITY GUIDE STATES NO STRAIGHT IN APCHS. THE WX W OF THE ARPT WAS APPROX 800 OVCST AND 1 MI VISIBILITY. FLYING A STRAIGHT IN APCH TO RWY 26 ALLOWED ME TO REMAIN IN VFR CONDITIONS. I ALSO ELECTED TO FLY A DEP FROM RWY 08 AGAINST THE TETRAHEDRON. AGAIN, TO REMAIN IN VFR CONDITIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: NEITHER THE ARPT MGR NOR THE ATTENDANT ON DUTY KNOW EXACTLY WHY THERE IS A PROSCRIPTION REGARDING STRAIGHT IN LNDGS AT BNG. THERE IS A CITY ORDINANCE THAT PROHIBITS THIS WITH A $500 FINE IF PURSUED. THE CITY HAS BUILT UP AROUND THE ARPT EXCEPT FOR THE E SIDE. THE RPTR WAS UNAVAILABLE FOR A TELECON.
