Narrative:

#1, C210, reported inbound from the northwest. I instructed the pilot to report 3 NM for right downwind runway 27L. Runway 27R was closed for maintenance. When the pilot reported 3 mi northwest I cleared him to land runway 27L. I saw the pilot on right base and then I directed my attention to a single cessna 152 on left downwind runway 27L for sequence behind #1. I turned my attention back to #1 and saw him on final for runway 27R. I instructed the pilot to go around and advised him that runway 27R was closed. There were workmen and women on the runway with equipment and I was surprised that the pilot did not see them. The pilot said something to the effect that he forgot the runway (27R) was closed. The pilot felt chagrined about the whole incident. No formal action was taken against him. I advised my supervisor of the incident.
