Narrative:

After leveling at 330 ft, we noticed the cabin rate fluctuating plus and minus 200 ft and a cabin altitude of approximately 9500 ft. Requested lower altitude (29000 ft, then 24000 ft) and initiated descent. We tried to lower/control cabin altitude but were unable to. As we started down, the #1 air conditioning pack faulted and cabin rate started to climb at 500 ft FPM. We requested continued descent and declared and emergency. At no time did the cabin altitude climb above approximately 13000 ft. During descent all emergency and normal procedures were followed. Flight was diverted to lga where we landed without further incident.
