Narrative:

Feb/tue/95 a company flight from pit-mgw-pit. Calbe handle for aft cargo door broke off. The cable is not required for safe flight, however, it was written up in the maintenance log and maintenance and dispatch notified. The aircraft continued in revenue service without the appropriate written endorsement to return the aircraft to service by maintenance inadvertently. The aircraft log should have shown that maintenance had deferred this item.

Title: FLC FAILED TO OBSERVE FARS REGARDING A MAINT ITEM.

Narrative: FEB/TUE/95 A COMPANY FLT FROM PIT-MGW-PIT. CALBE HANDLE FOR AFT CARGO DOOR BROKE OFF. THE CABLE IS NOT REQUIRED FOR SAFE FLT, HOWEVER, IT WAS WRITTEN UP IN THE MAINT LOG AND MAINT AND DISPATCH NOTIFIED. THE ACFT CONTINUED IN REVENUE SVC WITHOUT THE APPROPRIATE WRITTEN ENDORSEMENT TO RETURN THE ACFT TO SVC BY MAINT INADVERTENTLY. THE ACFT LOG SHOULD HAVE SHOWN THAT MAINT HAD DEFERRED THIS ITEM.
