Narrative:

Top of overcast 4200 ft, bottom 3000 ft. Moderate rime ice reported existing. Atl approach control assigned 3500 ft to intercept ILS runway 27L with final 20-25 mi out when altitude change to 4500 ft suggested (in clear). Tower controllers said nothing could be done to get aircraft out of icing due to turboprops in this pattern. This attitude is what causes accidents. I called a mr FAA (phone) who said he would look into it. We spent about 10 mins in icing.
