Narrative:

A dash 8 (DHC8) departed runway 11. Local controller instructed pilot to contact approach when the aircraft was 100-200 ft AGL at midfield. This is not in accordance with ATC manual 7110.65J paragraph 3-9-3b1 which states 'instruct pilots to contact approach control when about 1/2 mi from the departure end of the runway provided no further communication with the aircraft is necessary.' this also does not give time for the flight data controller to comply with den/gjt LOA paragraph 4B(10) which states 'inform den approach when departing IFR aircraft are airborne and within 1 mi of the departure end of the runway' before the aircraft is on approach control frequency.

Narrative: A DASH 8 (DHC8) DEPARTED RWY 11. LCL CTLR INSTRUCTED PLT TO CONTACT APCH WHEN THE ACFT WAS 100-200 FT AGL AT MIDFIELD. THIS ALSO DOES NOT GIVE TIME FOR THE FLT DATA CTLR TO COMPLY WITH DEN/GJT LOA PARAGRAPH 4B(10) WHICH STATES 'INFORM DEN APCH WHEN DEPARTING IFR ACFT ARE AIRBORNE AND WITHIN 1 MI OF THE DEP END OF THE RWY' BEFORE THE ACFT IS ON APCH CTL FREQ.
