Narrative:

The mission was to obtain ground photos of an aircraft for advertising purposes. The ground coordinator was to have had the field notamed closed during the photo shoot. Later to find out only 1 runway was notamed closed. In order to get low enough for ground shoots, we had to cross the airport boundary no less than 500 ft AGL, then aggressively maneuver to 250-350 ft AGL for the pictures. During these maneuvers, other aircraft showed up to use the crosswind (unclosed) runway. The maneuvering required after that point -- particularly near dusk -- was not safe and we knocked off the flight. My rear seater noted that we had not gotten closer than 500 ft to persons or property on the surface, but it required lots of maneuvering close to the ground. 1) airport should have been closed. 2) an airport further from residential areas should have been selected.

Title: LOW FLT WITHIN THE ARPT BOUNDARY.

DURING THESE MANEUVERS, OTHER ACFT SHOWED UP TO USE THE XWIND (UNCLOSED) RWY. THE MANEUVERING REQUIRED AFTER THAT POINT -- PARTICULARLY NEAR DUSK -- WAS NOT SAFE AND WE KNOCKED OFF THE FLT. MY REAR SEATER NOTED THAT WE HAD NOT GOTTEN CLOSER THAN 500 FT TO PERSONS OR PROPERTY ON THE SURFACE, BUT IT REQUIRED LOTS OF MANEUVERING CLOSE TO THE GND. 1) ARPT SHOULD HAVE BEEN CLOSED. 2) AN ARPT FURTHER FROM RESIDENTIAL AREAS SHOULD HAVE BEEN SELECTED.
