Narrative:

I thought that I could fly VFR to destination 300 NM away. Discovered takeoff airport was IFR 900 ft overcast 7 NM visibility. Filed SVFR to depart, only to be forced lower and lower because of low ceiling near mke 20 NM west to avoid, busting VFR minimums. I turned back toward kenosha, wi, and called mke approach control for an IFR clearance to VFR on top. Broke out on top at 2900 ft MSL. Proceeded to destination VFR. Moral: don't try SVFR to depart when you can file IFR and be safer.

MORAL: DON'T TRY SVFR TO DEPART WHEN YOU CAN FILE IFR AND BE SAFER.
